I Want This Constitutional Amendment

Amendment 28 - Legislative Process for Voting Members, Legislative Congruity.

1. No member of Congress shall be allowed to cast their vote on any item of legislation without first providing a written declaration containing the following: an affirmation that the member has fully read and understands the final Bill; a statement explaining the member's reasons for voting either Yea to pass or Nay to oppose the Bill; and if the member would cast a Yea vote, an additional statement explaining the member's opinion of the legality of the legislation in terms of its accordance with the Constitution of the United States, including citation of the relevant parts of the Constitution which in the member's judgment explicitly permit and authorize the powers to be exercised by the legislation.

2. Congress shall make no law except as its legislation is accompanied by a written declaration from each voting member, as described in Section 1. Any legislation not so presented at the time of voting shall be considered void and inoperable.

3. No part or provision of any legislation, nor rider attached thereto, shall be incongruous with or in any material way diverge from the main subject matter as it is described in the official title of the legislation as introduced, or that part shall be considered void and inoperable.

  2. I love your proposed constitutional amendment. At minimum it will restore some fiscal sanity, at maximum it will eliminate mc's that have no clue and allow their staffs to do all the heavy lifting.

  3. realy great work on your proposed constitutional amendment.
    I wish for once ALL politicians would listen to the American people. The rich get richer and the poor and struggling honest Americans suffer. I am crippled with parkinsons disease and other health issues, my wife and i are on a fixed income and as a Vietnam Era Veteran (Honorable) I use the Veterans Hospital and V.A. Doctors. I wonder how much longer I will have the use of it, as the liberial politicians have to keep takeing care of the rich who helped them with$ to get them there. How meany dead people do you think voted in the last election? How meany broke the law and voted more than one time? One of the organizations to help them is Acorn. They broke the law, but as usual liberial democrates are above the law it seems. Barack Hussein Obama is NOT playing with a full deck, look at the people he deals with. As for me, i plan to suport and vote for Mike Huckabee, God please let him run again. He plays with a full deck and he is a GOOD Christian. He was a great govener of Arkansas for ten years and we never herd bad things about him, ever. He is a man of good morals. Barack Hussein Obama scares me. There is just something about tat isn't right. This country is in bad need of good leadership.
